Answer 1 :
Forget having a car at all if you're going to be spending anytime in NYC. Jersey City - take the PATH trains to Manhattan. Once you're in Manhattan, you have lots of connections via the subway, depending on where you want to go. Alternatively, you can take a NJ transit bus to the Port Authority Bus Terminal. From there there are also subway connections to other parts of Manhattan and beyond.
Answer 2 :
take the Path train, really good and convenient, and always on schedule. there are buses too. as to parking the car in jersey city try to find a long term parkinglot or an overnight municipal lot for a fee.
Answer 3 :
path train $1.50, but there's a fare hike soon. path train is like the nyc subway, but it goes to new jersey. http://www.panynj.gov/CommutingTravel/path/html/ path park and ride guide (has maps, everything) http://www.panynj.gov/CommutingTravel/path/pdfs/NEW_ParkingGuide.pdf
